ROAD MAINTENANCE – Public Improvement District (PID) Information

All funding for the Storm Mountain PID is derived through the tax assessment and collection process of Larimer County, acting as the agent of the Storm Mountain PID Board.  Larimer County sets the budget for the Storm Mountain Road Maintenance.

Mountain Driving Safety & Winter Preparedness

  1. Stay Home.  Only go out if necessary.  If a large snowfall is predicted, have a plan.  Work from home, if possible.  Stay with a friend/family, or get a hotel room if you think you may not be able to get to work the next morning, or home that evening.  Have plenty of food and water in your home in case you are unable to get off the mountain for a few days.
  2. Drive slowly.  Always adjust your speed to account for less traction when driving on snow and/or ice.  If a driver behind you is driving faster than you down the Access Road, safely pull over and stop to let them pass.  Avoid the snow covered ditches.
  3. Don’t power up hills.  Applying extra gas on snow-covered roads will just make your wheels spin. 
  4. Don’t stop going up a hill.  There’s nothing worse than trying to get moving up a hill on an icy road.  Get some speed going on a flat roadway before you take on the hill. 
  5. Needs for snow/icy road driving. You should have AWD or 4WD, studded snow tires, or chains to get up and down the Access Road during a snow stormAll tires should always have adequate tread.  
  6. Snow Plowing.  If you encounter a snow plow or heavy equipment on the road, do not weave in between or around the equipment.  Flash your lights or beep your horn, to indicate you are behind the plow or heavy equipment, do not pass until the plow operator motions you to pass.  Use extreme caution in approaching or passing heavy equipment and snow plows.           
  7. Have a Winter Kit in your vehicle.  In the event of an emergency while driving, you should think about having the following items for your safety: small shovel, cat litter, salt/sand, extra coat, boots and gloves, tire chains, flashlight, blanket, etc.
  8. Off the Road.  If a vehicle leaves the road and is in the ditch, it is not the responsibility of the plowing company to help get the vehicle back on the road.  The plowing company’s insurance does not cover getting personal vehicles out of the ditch, and the PID has instructed them not to do so.  It is the vehicle’s driver responsibility to contact someone to help.          
  9. Parking on Road.  Never block the flow of traffic.  Do not park on the roads when maintenance or plowing is being done. 
  10. Visitors.  Make arrangements for your visitors to reach their destination on Storm Mountain safely.     
  11. Please contact the PID if there are any issues with the roads.

             The PID Board encourages everyone to drive safely.

PID Meeting November 9, 2019

The regular PID #55 November meeting is on Saturday November 9, 10 AM.
Location: 100 Snow Top Drive, Deb & John Green
Directions: from the “T”, take a right, go through the Bears, take a right onto Snow Top Dr and go all the way to the end.

We will be reviewing and evaluating this year’s roadwork with thoughts to what we need to do next year.
We will also be reviewing the snowplowing response for the recent storm to see if we need to make any adjustments – honestly did not expect winter so soon.

There will be a chance to ask questions & make comments. All community members are welcome.

Dear Neighbors,

I am going to briefly, try and address some of your comments, knowing that some will understand, and agree, some will have a better plan and some will think that I’m an idiot or worse. This is from me not the Board. I have no problem taking flack, it comes with being Board Member. But here is my complaint. When we have our annual Meeting, we have maybe, a couple dozen people. We have hundreds that live up here. When it snows, or when road work is being done we have some dissatisfied people that voice their concerns on this Group, which is fine. But if these same people came out to our Meeting, and became part of the solution, it would help.

Some General info:

  1. Snow monies that are not spent go back into the Budget to be used for Roads, or Reserve.
  2. From the time we call our Contractor, till the time he gets here, is two to three hours.
  3. Not knowing the amount of snow were going to get, do we plow and sand before it stops. Do we plow and sand multiple times during a snow event?
  4. It costs approximately $1,000.00 every time we sand because of the distance he comes.
  5. People have posted that we know the weather report, we should go by that. The weather on Storm, Green Ridge Cedar Springs, and the top and bottom of the Access Road, can all be different, what do you suggest?
  6. There was a time, when we could get together and volunteer to do things on the road. With the PID, we can’t. The County requires Bids, and 3 Million in insurance for Contractors.
  7. We have a snow Budget of $40,000 this year, up from $30,000 last year. That $10,000 comes out of our Roads.

Anyone that has lived up here before Storm Maintenance plowed for us knows that we sometimes didn’t get plowed out for two days. Sanding was done very occasionally, and never in, or even shortly after the storm. Storm Maintenance spoiled us. We had someone that lived here, and plowed for more than the money, the Community! They would drive down in the morning with sand on the truck to sand if it needed it! We may never have that again! We as a Board place the safety of our Resident’s as our highest priority!  But so you know, there are many people that feel that we live in a Mountain Community, and should be prepared. Our roads will never be good, the Access road will always be dangerous. We need your ideas, please come to a Meeting, understand the problems, bring your ideas to find solutions. I will honestly say, that I don’t know what to do, I would like your help, I live here also, but I am at a loss. Thanks for reading,

A CONTRACTOR’S PERSPECTIVE ON STORM MOUNTAIN
SNOW PLOWING OPERATIONS – CJ FOR STORM MAINTENANCE

Dear Storm Mountain friends and neighbors and Gary Kubinak and the PID board,

After reading the numerous opinions from our community and the informative, yet eloquent responses from Gary and Deb, I would like to address a few things.  I speak as a resident of the community as well as speaking on behalf of Storm Maintenance.

Storm Maintenance had the county snow removal contract for the three winter seasons prior to this year.  The first season we started the process with only one plow driver and that was Jack.  He took on a daunting task.  Being the only plow driver, he had to clear ALL roads from the upper filings to the bridge at the bottom of the Access Road.  We had some intense storms that year and he worked very hard to keep our community safe and he did a fabulous job.  We are very grateful for his honorable work ethic.  Then the second season, Ron came on board and we continued to fine tune the process for the next two years.  Again, we were blessed with an individual that has honorable work ethic.

Without these two men on our team, it wouldn’t have been successful.  Thank you both.

The commitment that they took on encompased the ENTIRE season and is very restricting.  The community may not realize the sacrifices they must make.  Having to stay on the mountain throughout the season, even during holidays because we know there is always possible snow in the forecast.  They were on the Access Road by 4:00am and off by 5:00am to accommodate the morning traffic.  Same with the evening traffic by plowing and/or sanding prior to the rush.  Sometimes plowing the remaining roads through the weeeee hours of the morning.  So, we at Storm Maintenance, truly appreciated the efforts by ALL that put blood, sweat and tears into this new journey of maintaining our roads.

I can’t express how helpless we feel when we read that the access road is icy and folks are skating down the switchbacks, or avoiding someone who is.  As the emails continue, the more we would love to just hop in the truck and sand the hell out of the problem areas!  But we can’t.  We had to step back this season.  Is one season enough time to heal after surgery?  Who knows?  We could only hope that someone up here would step forward.  I don’t think a flatlander is likely to understand our dilemma.  Or in reality, be able to respond in a timely manner.  The answer is on this mountain!

And, thank you Gary for the kind words, and Deb for explaining in detail how the PID, monies, road contractors and the required insurance work.  It was very informative and I’m sure eye opening for some that weren’t aware of the PID’s obligations when hiring contractors.

February PID Board Meeting

Agenda:
1- The major topic for this meeting is planning the 2019 road work. We have notes received from residents on road problem areas from last year as well as a list of work that was planned but not completed in 2018. We will be prioritizing those items and adding new work items for 2019. We will also be discussing the best way to conduct outreach to get bids and a good contractor to do the work as we have been informed that Bladeworks will not be returning in 2019.
We will not have a final specific 2019 road plan at this meeting, but will get our general priorities set.
2- There will be an evaluation of snow plowing so far this winter. Comments on problems, good points, how to improve the service are welcome.
3- We will present a draft budget for 2019; this will be based on 2018 income as we probably will not yet have the 2019 figures from the county.
4- Gary Kubinak will discuss the idea of creating a more formal advisory position, much like the filing directors for Cedar Park and Cedar Springs, to assist in providing input on road conditions and needs. Both winter maintenance and summer road work would be included. There are probably several possibilities than will be discussed.

Agenda items –

1- Invite upper filing residents to discuss road concerns:
Several upper filing residents expressed concern at the August meeting over the PID approach to spend more money on the Access and Main roads, getting them to a better condition, before moving on to any major work on other roads. They are concerned that the less used roads, particularly in the upper filings, are degrading so much that it will cost a great deal more to fix them in the future. The PID board would like to discuss the concerns further and make sure the PID board understands resident concerns; residents understand the reasons for the current approach; and any alternatives are considered. While this topic originated with the upper filings, all residents of course are invited to join the discussion. If a large number of residents are coming we will need a larger meeting place, so a note to the PID board by Nov 3 if you know you are coming would be greatly appreciated (stormmountainpid@gmail.com) .

2- Discuss any concerns on the new snow plowing process, quality, etc

3- Discuss the results of our road work and whether we need to look for additional bids next year on road maintenance

4- Follow up as needed on items from the August PID board meeting

Per PID#55 Bylaws, the time and place of Annual Owners Meetings are published at least 10 days in advance, and have been held in June or July.  Quarterly meetings are planned for the second Saturday of February, August and November, time and place to be announced.

An update from your PID board on road issues:

1- Our contractor for road work, Bladeworks, will be back sometime in October to complete the road work planned for 2018. We do not have a specific date yet but will let you know when we do. Work still to complete this year includes additional grading, road base, and related work on Storm Mountain Dr above Lakeview to the Hi/Lo (Cedar Park Dr intersection), work on Cedar Park Dr (specific locations chosen by PID board as most needing the work), short stretches of grading, ditch cleaning and general road work on a variety of area in upper and lower filings, and a fall grading on the gravel portion of the access road.

2- Storm Mountain maintenance, which has done a very good job maintaining our roads in the winter the past 3 years, cannot do the work this winter due to circumstances beyond their control. Kerry Edwards, the PID board and the county did extensive outreach, and issued a Request for BID for winter road maintenance earlier this month. The contract has been awarded to a firm called Dreamscaping Inc. out of Johnstown. They have many years of experience with Colorado front range winters and have worked with other PIDs. The PID board has given them a detailed tour of the roads now that they have the job. Please realize, since this firm is not located on the mountain, the timing of plowing and snow removal may be different than the past few years. They have indicated they will do their best to respond as soon as we notify them of the need to plow or sand.

One note – the 2018 road work is not yet finished: our contractor had to leave to complete other contracts, but we anticipate he will be back fairly soon. All the roads on Storm Mountain have been driven by various board members and we do have a prioritized list of the ones most in need of work.

This is after US 34 opens which will make it easier for people to attend the meeting. As it gets close to the meeting date we will be sending meeting reminders and additional details.

Wednesday July 5, 2017: Chip Sealing will take place on the lower access road starting around 11 AM for approximately 5 hours – avoid if possible. 
Chipseal schedule update:
To all

Marlin with “Bladeworks” plans to have the double chip section (from the new asphalt at the bridge to the first switch back) prepped on or by the morning of Wed July 5th. He may do some of it Monday but wasn’t sure yet. We are trying to minimize the gap between the prep and chipseal

Then A1 plans to chipseal during the afternoon on Wed July 5th (may start around 11am). A1 plans to keep 1 lane of traffic open and needs about 5 hours to do the work (double chip section and single in the switchbacks).

Please avoid the access road if possible and if not please take caution if you do have to use it at the above mentioned times.<br>
In addition you may want to reschedule any previously scheduled heavy truck traffic and remember TRACKED VEHICLES ARE NOT PERMITTED ON THE ACCESS ROAD

EDITORS NOTE: Storm Mountain Drive from CR43 for 2.2 miles up to the “T” intersection is commonly called the Access Road by Storm Mountain residents. This schedule relates to 2013 flood-related repair work scheduled – and paid for – by the US Forest Service.

Thursday September 3rd – This evening PID board member Mary Hill reports that the flagging operations are complete and the road is fully open again.

Week of August 31st – Work will continue a few days into the week of August 31, 2015.  There are no planned 4-hour closures, just the normal schedule to allow traffic through before 7 AM, at 8 AM, 10 AM, Noon, 2 PM, 4 PM, 5 PM, 6 PM and after 7 PM.  When new information is available, we will post it here.

ACC (American Civil Constructor) will have a steel plate to place over the culvert excavation trenches in the event of an emergency to facilitate emergency traffic.  They will rely on Larimer County Sheriffs Dispatch to call them for the emergency.

The current Scope of work as per Central Federal Lands, is as follows.
Culvert Replacement – Slump Repairs – Linear Grading – Ditch Reconditioning – Addition of new road base (they have not told us how much)
For those of you new to the Mountain, this portion of road is owned by the Forrest Service, not us, and at this time we have no say in what they do. But I would suggest we give them some time to see what they actually do, it has only been one day.  –  Gary

Monday & Tuesday August 17 & 18, 2015 – Four-hour closure 8 AM – Noon, with normal 2-hour closures in the afternoon (no afternoon 4-hour closure as previously reported), meaning vehicles will be allowed through before 7 AM, at 8 AM, at Noon, 2 PM and again at 4 PM.  Source: Dennis Black, DOT project supervisor.

Thursday and Friday, August 20 & 21, 2015 – Four Hour closure 8 AM – 12 Noon.  Vehicles will be allowed through before 7 AM, at 8 AM, at Noon, 2 PM and again at 4 PM. If crews work past 4 PM, hourly access at 5 PM, 6 PM and after 7 PM. The extended closures are necessary to facilitate the two remaining culvert installations. It also allows the completion of the culvert installations in one day each instead of two days each. Thursday, August 27, 2015 – There will be a four (4) hour closure on Thursday afternoon August 27 from 12:00 p.m. until 4:00 p.m. As a result of the traffic accident during our previously schedule closure last Friday (8/21/15) the contractor was unable to complete scheduled work. This means that on Thursday, access is planned to be provided before 7 AM, at 8 AM, 10 AM, Noon, 4 PM, 5 PM, 6 PM and after 7 PM.  Source: Dennis Black, DOT Project Supervisor

Good Morning Kevin,
It was good seeing you on the Road, and it’s exciting knowing that road repairs are about to start!
I waited until we had our Board Meeting last night to get input from the Board before responding, to your questions. In order of your questions, are our responses. Thank you for agreeing to tie in the Chipseal we did last year with the new paving. All of the paving work was done preflood, and even pre-Gary. We of course are concerned with any trade offs that CFL presents. We are assuming that CFL is going to follow the Scope of Work that was sent to the County on 4/16. This is the same scope that was given to us by the Forest Service. The Scope included paving 8 tenths of a mile, after ditch reconditioning and resurfacing, etc. The rest of the road had the same surface, as the relatively good section by our chipseal, but it was undrivable after the flood, and we had Connell Construction rip it up so it could be graded to a safe level. We would prefer Pavement as we know it will hold up better over the long haul, and allow us to patch it more successfully. As far as rescheduling A-1 Chipseal, we would be glad to do that to begin more important repairs. The Board again wants to express that our concern, is the safety of our Residents, and at this time the Road is deteriorating badly. If we could get an advance notice of work beginning, we would put out a notice to residents to try and stay the road as much as possible. Of course first thing in the morning, and after work are going to be problems.

There is one section that is eroding the road badly, and we were wondering if attention could be paid to that now? We have already had one resident have to be pulled out of there!

Here is an update on what we found out this morning. The county has awarded our PID work to a contractor. He will be moving in his equipment for 2 weeks on the 26th of May. Unfortunately that means 2 more weeks of pot hole driving on the access. We will continue to see if we can get him up here for a day to at least get some of the access rd graded but the rains have everyone behind on work. We currently do not know when the flood repair work will begin it is still in the hands of the county but it sounds as though it will be very soon  but with that said we do need things to dry out a little to begin any work.

There are a couple of partial piles of recycled asphalt on the access rd. that could be used to fill in a few holes if anyone is interested in doing that. Thank you for the patience of most of our residents drive safe and slow save your tires and suspensions.   –  Mary Hill

Access Road Sanding  (Posted on Wednesday 1/14/2015 5:23 on the Storm Mountain Yahoo Group)

The PID Board is working on the sanding issue or better stated the lack of sanding to date issue.
The current status is that we have made arrangements with Shannon White for sanding, but have not been able to use him yet due to County insurance requirements which Shannon is in the process of satisfying.
When we are able to use Shannon we will have to be judicious in our sanding as it will cost us $600.00 each time the road is sanded. We also are still working on getting someone on the mountain that could sand using sand that would be stored on the mountain and could be applied earlier in the day, and more frequently. Unfortunately at this time it does not look like that will happen this snow season.

We are aware of the many people that have to go down the mountain every morning and are concerned for their safety. It is our hope that everyone takes to heart and follows all the good driving advice that is being shared. It will be good driving and tires that saves injuries and damage to vehicles even after we are able to properly sand our access road.

Pot hole patching done Friday 12/5/14 (Posted on Fri 12/5/2014 1:14 PM on the Storm Mountain Yahoo Group)

We finished our planned access road pot hole patching around noon today. We exopected this to be a learning process and it was.
1) we learned that 20 buckets of patching material does not go very far, we patched only 10 pot holes
2) we learned that its certainly best to keep material warm before use
3) we learned that we should overfill the pot holes (we did not do that)
We are looking into purchasing more material and will let you know if we do so. We would like to purchase material in bulk but to our knowledge it is not available this time of year so we are left with buying it by the bucket.

Update #7 on 11/24/14

1) Following are communications we received from the County and representatives of A-1 Chipseal:

From A- 1 Chipseal Proposal 18391 – regarding the access road:
• There is damage to lower portions of the Chipseal on lower switch backs.
• Sections are going to be cut out and patched with asphalt patching prior to laying a new layer of chip.
• The area will be assessed in spring of 2015 and work will take place after that point.

From Larimer County – regarding repair of flood damaged areas of our roads:
“I wanted to follow up with you and if you could forward this on to the other PID Board
members that would be appreciated. As I mentioned to your group recently we have experienced many difficulties with the contractor that was the low bidder for the local road flood repairs in the Estes and Big Thompson area. Because of this, the county has decided to not proceed with the contract that included the Storm Mountain area roads and the other Big T area sites. We are now planning to re-bid these roads in the Spring next year. This work may have to extend into the Summer as well. Ideally, the flood damage roads will be repaired next year prior to A-1 Chipseal’s warranty work so we try to make that happen. I wish I had better news for you as I know we told you and planned for the permanent repairs to take place this Fall. If you have any questions please feel free to let me know.

From A- 1 Chipseal – regarding payment for access road Chipseal:
“I put the retention question to the owners and they are happy to provide 10% retention on the money owed. The remaining 10% will be due once repairs are complete. The warranty for the roadway to be repaired in the spring of 2015 will have a 1 year warranty from repair completion date.
Total amount of invoice $73,913.40 – Retention 10% $7,391.34
Total to be invoiced at this time $66,522.06

2) Subsequent to the above written communications we have verbal communications that A-1 will also patch the Chipseal areas previously patched on the portion of access road above Berg’s Gate.

2) As soon as we have some definitive news regarding snow plowing we will communicate it. We do have a second contractor who wants to do the plowing and we are actively working on the contract with him. We have informed the first contractor that we do not wish to use his services.

3) The second contractor can and will plow for us if needed before a contract is signed he just cannot be paid before a contract is signed.

4) Concurrent to getting a signed snow plowing contract we are focusing on the issue of sanding which we would prefer to be done by someone on the Mountain as it would be much timelier and provide a safer access road. Prior to having someone on the Mountain do the sanding, however, we have to solve the concerns of equipment and sand storage.

The PID board is very dissatisfied with the patching of the chip seal portions of the switch backs and have requested a meeting with the management of A-1 Chip seal. We have not paid A-1 anything to date.

Thanks for checking in. We did award the contract for your area to the low bidder, Osmun Inc. We are waiting to receive signed contracts back from them so a notice to proceed and actual work schedule is still uncertain – unfortunately. Adding to this uncertainty, Osmun is the same company that was the low bid on the County’s Estes area road repairs. That project is currently underway but I’m afraid is already behind schedule which doesn’t bode well for starting asap in Storm Mountain. We are discussing options for picking up the pace but most likely we are still weeks if not more from when Osmun will actually begin this second contract and be in Storm Mtn. The contract amount is about $586,000 but some of this is for a couple other roads in the Big T area. So of this $586k, about $300,000 +/- will go to Storm Mountain repairs. We have not yet taken the issue of reimbursing your documented emergency repairs to the Commissioners for approval but is something that is still on our list to do yet this Fall hopefully.
I’ll let you know as things develop.

Bids were opened last week. We are using this week to determine if we will award to the low bidder. The low was the same contractor currently doing Estes area local road flood repairs. We want to be certain he can perform before we award a second contract under similar timeframes to them. I am hopeful that we will have a positive outcome. Beyond that contracts could be signed a week from tomorrow on Oct 7th with work beginning in mid October. I’ll let you know how things develop.

A-1 Chip Seal is scheduled to work on the problem areas of the chip sealed portions of the access road this coming Friday (Oct. 3rd) or Monday (Oct. 6th). The weather and business needs could change these dates. NO ROAD CLOSURE IS PLANNED, but do expect delays, possibly 10-15 minutes in duration. At this time we do not have a start time for this work, but will advise as soon as we know of one. A-1 Chip Seal is to provide flaggers so be on the lookout.

Access Road work update (Posted on Thursday 9/25/2014 7:38 PM on the Storm Mountain Yahoo Group)

The “Fog Seal” was applied to the chip seal portions of the access road today. As many of you may have seen there are several “problem” areas where the chip seal was actually pulled up when vehicals ran over the newley applied coating of emulsified asphalt (a thin oil/water solution). A-1 Chip Seal will look at the road tomorrow and decide on what course of action to take in repairing any “problem areas”. We have not, and will not pay A-1 until we are satisfied with the work.

A-1 Chip Seal will be working on the access road Thursday beginning at approximately 12:00 noon.  They will be sweeping the two areas they applied the chip seal to in preparation for application of the fog seal on Friday 9/5/14.  The road will be open and no flaggers are planned. Unless situations change the access road will NOT be closed for a day next week as originally  thought.  However there will be delays as follows:

  1. Thursday 9/4/2014 – beginning at approximately 1:00PM a road sweeping machine will be on the access road so be aware.
  2. Friday 9/5/2014 – beginning at approximately 8:30 AM the last stage of the chip seal process will be taking place, this may cause delays of 5-10 minutes.

Access Road Closure Thursday August 28, 2014 and (tentatively) (canceled) Thursday September 4, 2014  (Posted on 8/22/2014 11:23 AM on the Storm Mountain Yahoo Group)

The Storm mountain access road will be closed to all but emergency vehicles on Thursday 8/28/2014 between the hours of 9:00 AM and 3:00 PM.  In addition the access road will be closed approximately one week later during the same hours. We will post the exact date as soon as it is available.

These closures are for chip seal to be applied to the switchbacks and from Berg’s gate to the “T”.  Equipment and personel will be on the road before and after the posted times so please watch for them.  If you have a neighbor or friend that will not get this post please let them know.

Due to repair on Grader no road work occurred today 8/21/14, Road work is scheduled for Friday 8/22/14.  No flaggers will be out and the exact location of the work is not yet set, so again just watch out for that big yellow thing. and be careful.

As of this writing 7:51 PM we have no plans to have Flaggers on the access road tomorrow  8/21/14. However the contractor will be working and the condition of the access road in the  morning will determine whether or not they work on it Thursday or wait until Friday.  If they are not on the access road they will be working on other roads.  So just keep an eye out for that big yellow thing.

Road work will continue and flaggers will again be out tomorrow Wednesday 8/20/2014.   The work will still be on the switch backs mostly in the area of the last switch back and some up  towards the Forest service portion of the road.  We have reminded the contractor about school starting Wednesday and they plan to begin at 8:15 after the bus has been met.

Road work will continue on the access road switch backs Tuesday 8/19/14, delays will continue. We are aware that school starts Wed.8/20/14 and have asked that starting Wed the contractor starts a little later while they are working on the switch backs so the bus can be met at the Post Office on time at 8:10.

Road work on the Access road will continue Friday and resume back on Monday 8/18/14 Daily hours they will be working are 7:30-8:00 until 5:00 PM -(could vary a bit) You can expect the work on the access road to continue all next week Aug 18th thru the 22nd.  Plans are to
1) Prep road from Bergs gate to the “T” for chip seal
2) Grade the forest service portion of the road
3) Prep road from the first switch back to Forest service portion for chip seal

We are in the process of getting a contract for the chip seal on those two portions of the road and hope it  an be done quickly but do not have details. will let you know as soon as we do we will not go into detail on the chip seal process but we have been told that the chip seal should hold up for 5 years or more. We are not planning on doing any work from the bridge to the first switch back because the County/Central Federal lands are scheduled to work on that portion this Fall.

Unfortunately except for our snow plowing reserve, we will spend the majority of our remaining funds on the above described work (estimate for chip seal alone is $70,000) And we will not be able to do any more work on interior roads this year. But don’t forget the County is scheduled to work on 12 different “Flood damaged” areas this fall and they all are on interior roads.

When we are working on the switch back portion of the road we will have to have flag personnel out and stop traffic at either end of the work area while the grader is moving either direction and then let cars follow the grader back thru the other direction.  We expect work on the switch backs to begin Monday but it is a fluid situation and many variable can change the timing.

Bladeworks will begin work on the access road Thursday Morning.
If you can keep your trips down to what is absolutely necessary you will save yourself money and keep your roads in better shape.
Per hour charges are
Grader $150.00
Water truck $90.00
roller $90.00
If just the grader and water truck are working each minute lost is $4.00 out of our pockets.  If all three are working each minute lost is $5.50 out of our pockets.  We hope to avoid having to use flag personnel and do like we all saw in the canyon and stop cars until we get a lineup of vehicles to let pass.  Current plans are to work on all of the access road from the 1st switch back up to the “T”.  As of this writing it has not been determined where on the road they will begin. So please be careful.

Road work on the access road will start tomorrow at 7:30 to 8:00 and end at approximately 5:00 PM so if you can get down prior to 7:30 you will be in good shape.

One thing besides limiting your trips that might save some money is that if you  do meet the Grader that if it is at all in the realm of possibility and you can  back up or move over that saves The contractor time and all of us money. BUT  PLEASE DON’T PUT YOURSELF IN ANY DANGER!!!

The contractor told me that they figure it cost the customer $10.00 (in time)  every time the Grader has to lift their blade.

Current plans are for Bladeworks to continue working next week so they will be  on the access road several more days.

Road Work On Wed 8/13/14 (Posted 8/12/2014 6:42 PM on the Storm Mountain Yahoo group)

Road work will continue Wed 8/13/14 On Palisade Mountain Dr. between the “T” and where Palisade Mountain Dr. intersects Snow Top (just past the Bears).  At present we are tearing up the existing road material and reshaping it You will notice on Lakeview that the road now has a Crown which facilitates drainage.  We may add a load or two of material at the top of Lakeview, but we believe Palisade Mountain Dr. has enough recycle down already that after it is torn up and reshaped it should not need anymore material.  After Palisade Mountain Dr., Bladeworks will begin work on portions of the access road.  As we determine the order in which that will take place we will let you know.  It is possible that the Grader could be on Lakeview doing some touch up work so watch out there also.  Please be careful.

Road work will start Tuesday 8/12/14 beginning on portions of Lakeview between the “T’ and Spruce Mountain drive.  We hope to form a good working relationship with this contractor “Bladeworks”.  I am sure you all are as happy as we are to see a grader back up here and will be careful and be respectful of any delays in your travel.  We are putting this notice out within hours of our knowledge that work would begin tomorrow and ask that if you are in contact with anyone this e-mail would not reach and can pass the word on it would be greatly appreciated.

Update #5 – Central Federal Lands Access Road Repair Plans

6/30/2014
1) Central Federal Lands Project Manager Micah Leadford informed us today that they plan to have a contract in place by mid to late August for work on our access road bridge and the 8 tenths of a mile of the access road owned by the Forest Service. The plan is to begin the work as soon as possible after the contract is in place. None of the cost of this work will come from PID Funds
2) Following is the assessment of repairs for the 8 tenths of a mile of the access road given to us on May 2nd by the Forest Service
“Scope/Description of Repair: The roadway is 5.5 miles long and 16’ wide. This DSR begins at 0.7 MP from CR 43 and terminates at MP 1.5. The scope of work includes .8 miles of roadway milling and grading, 2500 LNFT of ditch reconditioning, .8 miles of spot resurfacing with gravel, rock embankment and Reinforced slope stabilization, repair minor embankment failure, clean-up two small landslides, and repave .8 miles. Assume material generated during cleanup will be used for miscellaneous embankment and roadway repairs.”
3) We have no further details of the nature of the work to be done on the bridge or the 8 tenths of a mile of the access road, but will share any information we get.
4) The 8 tenths of a mile portion of the access road (Forest Service portion) to be worked on is approximately from climbers rock to just below Bergs gate.
5) The PID board is still trying to arrange for more grading and will keep you informed.
6) The annual PID property owners meeting scheduled for July 19th will be held at the existing fire house (by the lake) not at the Big Thompson community bldg as originally stated. We will post more meeting notices as the date nears

Update #4 – Area Road Grading to begin June 16, 2014

6/12/2014
1) Weather permitting Connell Resources will begin grading our roads at approximately 7:00 AM Monday morning June 16th. They will grade as many roads as can be done in one weeks time, and will start with the gradable portions of the access road.
2) This is to be grading only. No road base, recycle or fill will be brought in at this time.
3) After grading is completed we will assess the road conditions, and determine what more should be done on our roads taking into consideration promises made by the Forest Service, plans of the County/FEMA and availability of PID funds.

Road Work At Snow Top & Spruce Mountain – Thursday June 12, 2014

We have scheduled Minor road repair for a bad spot on Snow Top Dr. near the intersection of Spruce Mtn. Drive.  Work will commence around 9:00 AM and be completed around 2:00 PM if not before.  This is a partial & temporary fix to help the situation until The County/FEMA provides a more permanent solution.

1. Following is the e-mail we received regarding the flood damaged portions of our roads that are to be repaired by the County with the County being reimbursed by FEMA:

“Storm Mountain PID Road Board:
Please find the attached map (click here)  documenting the 11 sites that we identified as flood damaged with Gary and Mary a couple weeks ago. Our consultant is transferring these notes (please excuse my chicken scratch) into a bid document along with many other flood related repairs to subdivision roads around the county. Our intent is to complete these types of flood repairs on local subdivision roads throughout the summer and fall.

Please Note:
• One site was inadvertently left off the list but has been added since this e-mail. The total number of sites should read 12. The 12th site is Badger.
• No timeframe was or is likely to be given for this work other than “throughout summer and fall.” If we are given one we will inform all ASAP.
• A temporary patch for that bad spot near the intersection of snow top and spruce mountain drive (similar to the one done on the frost heave area of the access road) is tentatively scheduled for the week of June 9th or 16th.

2. The attached map (let me know if you cannot open it) is what the County has sent us to date. If we can get a clearer map & notes we will get it to you. As it is now it is not very informative, but all we have at present.
3. At present we are still trying to get a price we can afford for grading work to get done on the majority of roads ASAP and will let you know as soon as we have something concrete negotiated.
4. Currently the situation remains the same with the Forest Service portion of the Access road as outlined in PID Update #2. Following is the pertinent portion of the handout received by board members at a meeting with the Forest Service: “The scope of work includes .8 miles of roadway milling and grading, 2,500 LNFT of ditch reconditioning, .8 miles of spot resurfacing with gravel, rock embankment and reinforced slope stabilization, repair minor embankment failure, clean-up two small landslides, and repave .8 miles. Update #2 on 5/9/14

1. On May 2nd available Advisory Board members Mary Hill and Gary Kubinak met with Jane Gordon & Chris Ida of the Forest Service. When asked about the level 2 classification of the Forest Service portion of the access road we were given the following assessment of repairs to be done by Central Federal Lands.

Scope/Description of Repair: The roadway is 5.5 miles long and 16’ wide. This DSR begins at 0.7 MP from CR 43 and terminates at MP 1.5. The scope of work includes .8 miles of roadway milling and grading, 2500 LNFT of ditch reconditioning, .8 miles of spot resurfacing with gravel, rock embankment and Reinforced slope stabilization, repair minor embankment failure, clean-up two small landslides, and repave .8 miles. Assume material generated during cleanup will be used for miscellaneous embankment and roadway repairs.
Sections MP 0 – 0.7 are not FS owned & beyond MP1.5 are county responsibility

It is important to note that the above paragraph was the only writing on the page handed out at the meeting. No signatures, timelines or dates for the described work were on the paper or given out verbally
Central Federal Lands is part of The Federal Lands highway program, you can learn more about them on the Internet.
2. The Forest Service has agreed to supply materials to repair the frost heave area of the Forest Service portion of the access road; we will have to supply the labor.
3. Connell has agreed to supply at no cost to us, the fill materials and labor to increase the height of approximately 210 linear feet. of the roadway starting at the bridge at the beginning of our access road. This work should be completed by the time you receive this update.
4. We will pay for the material and placement of 4 inches of road base on top of the free fill material. This will help stabilize and keep in place the fill material. Our estimated cost of the road base and placement is $2,425.00 Weather permitting this work will be done Monday May 12th
5. We have a second meeting with County Engineer Matt Johnson this coming week to again look at the areas of our interior roads that were damaged by the floods. The hoped for outcome of this meeting is that Matt will supply needed information to FEMA in the hopes of some form of future monetary reimbursement for work that we will have to pay for ourselves. This is the main reason we have not yet contracted for any work to be done in those heavily damaged areas.

The PID advisory board has initiated the following two means of communication that can be used for property owners to help keep the board informed:

  1. A Post Office address which is P.O. Box 314, Drake, CO 80515.  The cost of this box was $54.00 for a year.
  2. A voice mail service which works as follows:
    • From a land line you call 1-970-429-5350 (from a cell just 970-429-5350). When you hear the message to leave a message – do so.
    • After leaving message, hang up.  You do not need to do anything else.  Please leave your name so we can respond.
    • Your message will then be sent in an audio file to all five board members via e-mail.
    • One member (on a rotating basis) will respond.

The total cost for this service was $97.45 for one year – no contract so we will cancel after a year if it does not prove useful.

We have tested this system and it does work, although with anything that has to do with CenturyLink, plus a computer, you never know.

You definitely have to include the “1” before the “970” from a land line.

 We did meet with County Engineer, Matt Johnson, and are in the process of getting pricing from contractors for the annual road maintenance.  We will focus on the interior roads and are waiting for decisions to be made as to whether or not any money from government sources will be available before we spend any of the PID money on the access road.  It’s always best to use someone else’s money if it exists.

 We have not yet begun the development of a “10 year plan”.  Instead we are focusing on more immediate concerns.

 The District Ranger, Kevin Atchley, said he was on our access road and looked at the area we are concerned about a slide occurring.  He told us he would have his “flood person” contact us.  This will take great deal of vigilance on our part to make that happen and to get anything done. 

 We have had Bill Powers and Chris Brock volunteer to serve as filing directors for Cedar Springs filings 2 and 3, respectively, but still need volunteers for filings 1 and 4.  (Filing directors provide assistance to the Board, by providing information on road conditions for both snow removal and needs for road maintenance.)  Please note – No board member, filing director or committee member is allowed to receive any compensation in any way, shape or form.

At present we are posting communications on the Cedar Springs website (http://www.cedarspringsimprovement.com), the Cedar Park website (http://www.stormmountain.org) and via the Yahoo Group email.

As a PID Board we have the ability to spend (without involving the County) up to $5,000 per contractor, per year.  We cannot pay the same contractor more $5,000.00 per year.  We are looking into using this ability to fix some of the really bad areas that exist right now.  We are referring to those “bogs” where when full of water you wonder if you are going to make it through and those deep ruts that you wonder if you are going to bottom out.  This will be a bit of a challenge, because we will have to have several different contractors (due to the $5,000.00 limit) doing the work.

Members of Storm Mountain PID advisory board and representatives of both Cedar Springs and Cedar Park met with officials from Larimer County Engineering and the U.S. Forest Service on Monday, March 17, 2014.  In order to begin operating as an advisory board, an informal meeting of the advisory board was held prior to the meeting with the County and Forest Service and the following action was taken:
1.    The annual Storm Mountain PID property owners meeting was scheduled for July 19, 2014 at 2:30 PM (location to be set later).
2.    The following Storm Mountain advisory board members volunteered and were chosen to serve in these positions:
•    Mary Hill – Chair
•    David Maslowski – Vice Chair/Treasurer
•    Jim Eccleston  – Secretary
The PID advisory board members are working on:
•    A messaging service to provide a means of communication from property owners to advisory board members.
•    An on-site meeting with both a County Engineer and Forest Service Engineer to look at safety concerns on our roads, in particular rock slide concerns on the access road.
•    In addition to safety concerns we are meeting with the County Engineer to begin the development of a 10 year road maintenance and improvement plan.
•    Looking into web sites onto which we can post PID and road information.
•    A Post Office Box at which to receive mail.
•    Asking for volunteers to serve as filing directors for Cedar Springs filings 1,2,3&4.
Filing directors provide assistance to the board, by providing information on road conditions for both snow removal and needs for road maintenance.  Cedar Park currently has filing directors in place.
•    Looking at road maintenance contractors in addition to those used in the past to provide quotes for future road maintenance and improvements.
Please Note:  As an advisory board under the authority of the County we were given a set of Bylaws and a handbook which outline our responsibilities and the parameters within which we may operate.

The meeting with the Forest Service resulted in a “possible” new date being given for a “Special Use Permit” being issued for the 1.2 miles of our access road that is controlled by the Forest Service. That date is fall of 2015.  The value of a “Special Use Permit” is that it gives us control of the maintenance of that section of the road as long as we maintain it at or above the level the Forest Service designates for the road.  The Forest Service designates the road as a “Level 2” which is a dirt road for 4 wheel drive vehicles, so maintaining the road at or above their level would not be a concern.  At present we have to ask the Forest Service to allow us to perform any maintenance or make any improvements on their section of the road.  Currently they will not allow us to install any more guard rails on their section of the road.

The board’s first concern is the safety of our roads.  We make that a priority.  Currently we expect, as in the past, the first general road maintenance occurring this year near the end of May or first of June as weather permits.

We look forward to input from property owners and will let you know as soon as we implement methods of communication with us.  Until that time we will continue to utilize the Yahoo group and keep you informed to the best of our ability.
